Closed Points of Dispensing (CPOD)
PLEASE NOTE: A CPOD agreement is not the same as a vaccination provider agreement and a CPOD agreement alone does not authorize a provider to receive or administer COVID-19 vaccine.
Your organization (business, healthcare, houses of worship, community organizations, etc.) can enroll with public health to become a CPOD partner. During a public health emergency CPOD partners receive a supply of medical countermeasures to dispense to the members of their organization and their families.
How do I enroll as a CPOD partner?
To become a CPOD Partner, contact your local public health (CHB/THD) representative.

You will complete an enrollment form and then develop your plan for how to distribute medication to your organization members and their families.
My organization does not have medical staff. Can we still be a CPOD?
Yes. When there is a declared public health emergency, MN Statute 144.4198 allows for medical countermeasures (MCMs) to be dispensed by non-medical personnel in CPODs in the state of Minnesota.
Should I be concerned about liability if I chose to be a CPOD?
CPODs are protected from liability by the Public Readiness and Emergency Preparedness (PREP) Act. The PREP act is a federal law that was enacted to address concerns about liability related to countermeasures taken in response to chemical, biological, radiological and nuclear agents of terrorism, epidemics, and pandemics. A PREP Act declaration is specially to provide immunity from tort liability, and is different from, and not dependent on, other emergency declarations.
