Minnesota HIO Application Process & Applicants
The Minnesota HIE Oversight Law requires that organizations apply for a Certificate of Authority to operate as a Health Information Organization (HIO) in Minnesota.
Prior to applying, potential HIO applicants are asked to meet with MDH to discuss the application and certification process. This meeting provides an opportunity to ask questions and to help ensure applicants submit a more complete application. If you haven’t already done so, please contact MDH at health.hie.certification@state.mn.us to schedule a meeting.
After meeting with MDH, applicants must complete the application form and participate in a public review. This process serves multiple purposes that include, but are not limited to:
- Confirm the applicant understands and can comply with Minnesota data sharing laws
- Learn about the applicant’s goals and plans to ensure success in the Minnesota market
- Establish confidence in the applicant for potential participating entities

- Review application form
- Ask questions
Applicants
- Submit the application to MDH for review
MDH
- Input from key stakeholders is collected as part of a public review process
- Post HIO application materials (on this page) during the public comment period
- Request and review public comments specific to the application
- Propose recommendation to the Minnesota Commissioner of Health
If an applicant is certified, it is posted on the Minnesota Certified HIOs webpage. Certified HIO's must be recertified annually to maintain the authority to operate in Minnesota.
