Minnesota HIO Application Process & Applicants
The Minnesota HIE Oversight Law requires that organizations apply for a Certificate of Authority to operate as a Health Information Organization (HIO) in Minnesota.
Potential HIOs must submit an application and participate in a public review process before being certified to operate in Minnesota.
This application is the first step in the oversight process and serves multiple purposes that include but are not limited to:
- Confirm applicant understands and is able to comply with Minnesota data sharing laws
- Understand why applicant wants to operate in Minnesota
- Learn about applicant plans to ensure success in the Minnesota market
- Establish confidence in applicant organization for potential participants
- Understand applicant’s goals in their strategic plan
HIO applicants must complete the certification process.

- Review application form
- Ask questions
Applicants
- Submit the application to MDH for review
MDH
- Input from key stakeholders is collected as part of a public review process
- Post HIO application materials (on this page) during the public comment period
- Request and review public comments specific to the application
- Propose recommendation to the Minnesota Commissioner of Health
If an applicant is certified, it is posted on the Minnesota Certified HIOs webpage. Certified HIO's must be recertified annually to maintain the authority to operate in Minnesota.
