Marriage reporting
Monthly report: Each county office must report the number of marriage certificates it has filed in a calendar month to the Minnesota Department of Health (MDH). The count includes only certificates for which the ceremony was performed and the paperwork returned for filing. File your monthly report using the Report of Marriage Certificates Filed tool.
Annual report: Every county registrar must report to MDH the number of civil marriage licenses issued in the county, including the number of licenses issued for the full fee and the number issued for the reduced fee. File your annual report numbers using the Annual Report of Marriage Licenses Issued - 2023 tool. The person reporting the numbers for your office will receive an email confirmation of the data entered.
Tribal marriage licenses and certificates: Email the Office of Vital Records at health.dataquality@state.mn.us to report tribal marriage licenses and certificates issued.

Surcharge reporting
County vital records offices must remit vital records surcharges they collect to Minnesota Management and Budget (MMB) each month. In addition, they must report fee revenue to OVR each month. Monthly remittance and reporting helps OVR track fee revenue and avoid spending more than we collect. File your report using the Vital Records Surcharge Reporting form no later than the 10th of the month following the issuance of certificates.
