Plan Review for Noncommunity Water Systems
Minnesota Rules 4720.0010 requires that systems of water supply for public use cannot be installed, altered, or extended until complete plans and specifications are approved by the commissioner of health. Construction of a noncommunity water supply well is exempt from plan review. This page includes information on specific design and review requirements for noncommunity public water systems.

For information on the specific requirements for noncommunity public water systems, refer to the following information.
Prior to construction or addition to a water service line:
- The water service line is defined as the potable water supply system between the water source and (up to and including) the point of entry into the water distribution system.; and
- The point of entry is typically the effluent of a pressure tank, expansion tank, or final treatment unit.
Prior to construction, installation, or coating of any potable water storage, including:
- Ground-level storage tanks; and
- Elevated storage towers.
Prior to construction of a well house, pump house, or any building meant to contain a well.
Prior to installation or alteration of any public water supply treatment system including:
- All water treatment installations used to remove or reduce regulated contaminants listed in the Safe Drinking Water Act;
- Replacement of existing treatment equipment;
- Changes or modifications to the plumbing of an existing treatment facility; and
- Any chemical feed equipment.

- Installation of noncommunity water supply wells. Work must be performed by a licensed well driller, who shall submit a well notification to the MDH, Section of Well Management.
- Installation of point-of-use devices that are used for aesthetic purposes only.
- Water softeners used only for hardness, iron or manganese removal. (Note: Installation of water softening equipment will subject the system to additional lead and copper monitoring per the Lead and Copper Rule Revisions of 2006.)

Water Service Line
- The scope of review includes all buried water utilities between the well and the entry point to the building.
- Complete and submit the Water Service Line Plan Submittal (PDF)
- Alternative plans can be submitted in addition to or instead of the form, as long as the questions on the Water Service Line Plan Submittal are answered.
Water Treatment
- Complete and submit the Water Treatment Plan Submittal (PDF)
- Alternative plans can be submitted in addition to or instead of the form, as long as the questions on the Water Treatment Plan Submittal are answered.
Water Treatment, Surface Water, Groundwater Under Direct Influence (GWUDI)
- For Surface Water Treatment, complete and submit the Surface Water Treatment Plan Submittal (PDF)
- For Treatment of GWUDI or other Contaminated Groundwater, complete and submit the GWUDI and Contaminated Groundwater Treatment Plan Submittal (PDF)
- Alternative plans can be submitted in addition to or instead of the form, as long as the questions on the Surface Water Treatment Plan Submittal or the GWUDI and Contaminated Groundwater Treatment Plan Submittal are answered.
Water Storage
Submit the following information:
- Cover Letter
- Construction or installation
- Manufacturer’s spec sheet of the water storage unit if it exists (all storage units must meet NSF/ANSI 61 Standards)
- Blueprint or diagram of the storage structure
- A description and/or diagram of the flow into and out of the storage structure
- Specifications of the plumbing connections to the storage structure
- Coating or painting
- Specifications and/or drawings of the storage tank or structure
- Specifications of all paint and coatings used (all coatings in contact with potable water must meet NSF/ANSI 61 Standards)
- Work order that includes how the stripping, application, and finishing of the coating or paint will be performed
Well House and Pumping Facilities
- Cover Letter
- Technical drawings of the building with building dimensions.
- Specifications of pumping and other equipment.
- Other drawings or descriptions as needed to verify that the building meets the requirements in the Minnesota Rules.
Noncommunity Public Water Supply Wells
- Plan review is not required for Noncommunity Public Water Supply well construction.

- A well that will be used to withdraw more than 10,000 gallons of water per day or 1 million gallons per year will require a Preliminary Well Construction Assessment by the Minnesota Department of Natural Resources. For more information on water use permitting, see Water Use Permits.
