Health Information Exchange in Minnesota
Health information exchange (HIE), is defined in Minnesota as the electronic transmission of health-related information between organizations according to nationally recognized standards (Minn. Stat. ยง62J.498 sub. 1(g)). Each time information is sent electronically to another provider, it is expected to be done in a uniformly accepted way that meets specific standards to ensure protection of the data and privacy of the patient.
The Minnesota e-Health Initiative and Minnesota Department of Health (MDH) Center for Health Information Policy and Transformation (CHIPT) have been focused on increasing the adoption and use of electronic health records (EHRs) including HIE in Minnesota since 2004. Activities to understand and encourage HIE included: studies, workgroups and a task force recommended plan for connected networks in Minnesota. Over the years state and federally funded grant programs helped support health care providers adopt EHRs and connect to state-certified organizations for HIE services. The Minnesota HIE oversight process helps to ensure confidence in HIE service providers operating in Minnesota. Resources from the most recent activities and a brief history are highlighted below.
