The Minnesota Department of Health is transitioning all of our licensing activities to a new electronic licensing system that makes it easier for providers to manage, update, and renew their license information.
We are excited to announce that the Body Art Establishments and Temporary Event application system launched today, Nov. 21. More information can be found at the Minnesota Department of Health Licensing System Help page.
A person or persons must have a body art establishment license or a temporary event permit to operate an establishment or temporary event where body art is performed (Minnesota Statutes, section 146B.02 and Minnesota Statutes, section 146B.01, subdivision 4).
Our Body Art webpage has been updated with new e-licensing system information. MDH will accept paper applications if they are postmarked by Nov. 30.
I’m a body art establishment license holder — what do I need to do?
For body art establishment license holders, MDH is transferring their information to the new Minnesota Department of Health Licensing System where their license will reside. Body art establishment owners or operators will receive an email from MDH@public.govdelivery.com with instructions for creating their login. You will be receiving this email with a unique claim code by Dec. 15.
We encourage you to set up your login as soon as possible so that you will receive a reminder when your body art establishment license is due for renewal. If you haven’t logged in and used your unique claim code prior to your license expiration, you will not receive the reminder messages. The renewal notices will be sent in July 2025 if your body art establishment expires September 2025 or July 2026 if your body art establishment expires September 2026.

Villain Arts Minneapolis Tattoo Festival
Guest artists will be coming from across the U.S. and around the world to the Villain Arts Minneapolis Tattoo Arts Festival which will be held Jan. 10-12, 2025.
I want to practice at the festival. What do I need to do?
To practice at the Villain Arts Minneapolis Tattoo Arts Convention, the artist must hold a license from the Minnesota Department of Health (MDH). Those who do not have a full or temporary body art technician license from MDH must apply for a guest artist license. All guest artist license applications and payments must be completed online. Paper applications are not accepted. MDH cannot guarantee that guest artist technician applications received on or after Dec. 20 will be processed in time for the festival.

Are you from another country and are applying for a Minnesota guest artist technician license? Follow the instructions for US non-resident form (PDF).
What do I need to know?
- All guest artists must have a current Minnesota-licensed body artist to act as the sponsor.
- List the establishment or event name and address to indicate where you will be working while in Minnesota.
- The license will allow you to work up to 30 days in the state and will expire Dec. 31, 2025.
- You must be approved for a guest technician license at each event that you plan to work in Minnesota.
- The fee is $140 and is not prorated.
- You must print your license in advance, bring it with you, and have it prominently displayed while at the convention.

The Minnesota Department of Health will no longer be accepting provisional relocation applications as of July 1 per the 2024 Regular Session.
