Hospital Stabilization Program
The Hospital Stabilization Program, established under Laws of Minnesota 2026, chapter 127, article 3, section 15, provides financial support to qualifying hospitals that provide a disproportionate level of uncompensated care.
To qualify for Stabilization Program direct payments, a hospital must:
- Be licensed under Minnesota Statutes 2025, section 144.50.
- Be located in Minnesota.
- Have filed a Medicare cost report in the Healthcare Cost Report Information System.
- Qualify as a Medicaid disproportionate share hospital but not solely based on them providing transplant services.
Because each eligible facility’s payment is related to their portion of the total uncompensated these eligible hospitals provided, MDH must collect certain data to perform the distributional analysis.

Please see the Form and Manner of Reporting for Qualifying Hospitals (PDF) for submission instructions and information on how to access the MDH CloudDrive. A login has been established by MDH for the individuals submitting reports on behalf of the hospital.
Reporting deadlines
- The deadline for the first reporting period is Sept. 15, 2026.
- The deadline for the second reporting period is March 15, 2027.

| May 15, 2027 | Anticipated deadline for MDH to distribute payments to qualifying hospitals for services provided between July 1 to Dec. 31, 2026. |
| June 30, 2027 | Qualifying hospitals are required to report information requested by MDH to evaluate use of funds in addition to other organization reporting required by statute. Details and instructions for this reporting requirement will be shared in the first quarter of 2027. |
