Training Orientation

A practical skills test focuses on the person’s “hands-on” ability to perform the task via observation by evaluating performance in simulated real-life scenarios rather than just knowledge recall.

See Minnesota Statutes, section 144A.4795, subdivision 3; the list is as follows:

1. Appropriate and safe techniques in personal hygiene and grooming, including:
   • hair care and bathing.
   • care of teeth, gums, and oral prosthetic devices.
   • care and use of hearing aids.
   • dressing and assisting with toileting.
2. Standby assistance techniques and how to perform them.
3. Reading and recording temperature, pulse, and respirations of the client.
4. Safe transfer techniques and ambulation.
5. Range of motioning and positioning.
6. Administering medications or treatments as required.
7. Any other delegated tasks they will perform. 

Yes, if the ULP can either 1) satisfy the current requirements of Medicare for training or competency of home health aides or nursing assistants, as provided by Code of Federal Regulations, title 42, section 483 or Minnesota Statutes, section 484.36; or (2) have, before April 19, 1993, completed a training course for nursing assistants that was approved by the commissioner. They WILL still however need to be trained, and competency checked for medication administration related tasks.

An RN can delegate portions of the training of ULP to the LPN. The Minnesota Nurse Practice Act indicates it would be the role of the RN to identify the content of the training and method. Minnesota Statutes, section 144A.4795, subdivision 7 also indicates, “another instructor may provide training in conjunction with the registered nurse”. Ultimately the RN must either write/create the training materials; or approve (electronic versions for purchase). The LPN can then assist in the “classroom” training portion; however, the RN is still required to complete the competency evaluation.
