Food, Pools, and Lodging Services (FPLS)

The Food, Pools, and Lodging Services Section at the Minnesota Department of Health (MDH) has provided an online form for questions and concerns regarding MDH licensed establishments.

The Food, Pools, and Lodging Services Section at the Minnesota Department of Health (MDH), along with locally delegated public health agencies, license the following types of businesses:

  • Bed & breakfast
  • Bunk house with camper cabins
  • Board and Lodging with special services
  • Campground
  • Food truck, food cart, or concession stand
  • Hotel or motel
  • Manufactured home park
  • Medical lodging
  • Public swimming pool or spa
  • Resorts
  • Restaurant and/or bar
  • School food service
  • Vacation home rental
  • Youth camp

  • Bakeries
  • Convenience stores
  • Grocery stores
  • Meat markets
  • Vending machines
  • Wholesale food manufacturing plants

The Minnesota Department of Health (MDH) has a delegation agreement with some local health agencies (city, county) to provide licenses for food and beverage, pools and spas and lodging establishments in Minnesota. MDH is responsible for the remaining areas of the state.

The location (city or county) of the establishment determines which agency will provide the license. See Licensing Jurisdiction to find out which agency you will need to contact regarding your licensing concerns.

To report a suspected foodborne or waterborne illness:

  • Call 1-877-FOOD-ILL (1-877-366-3455)
  • Email health.foodill@state.mn.us or
  • Submit your report using the Foodborne and Waterborne Illness Report confidential online form.
