Compliance: Education and Enforcement
Health Enforcement Consolidation Act

In order to conduct compliance and enforcement activities in a consistent manner, as well as to strive for accountability, the Environmental Health Division has developed the following documents to use for its compliance and enforcement activities.

Plan for the use of administrative penalty

The 1993 Minnesota Legislature granted the Minnesota Department of Health the authority to use enforcement tools in the Health Enforcement Consolidation Act of 1993.

This legislation was prompted by the department in order to develop a statewide enforcement system of authorized programs to promote compliance and deterrence. Streamlined procedures, improved consistency, increased efficiency and fairness for the regulated community, were also objectives. The department created this Plan for the Use of Administrative Penalty, Cease and Desist Authority, and Other Enforcement Tools to comply with statutory requirements of the Health Enforcement Consolidation Act of 1993.
