EHDI Community Review Process 2022

The community review process will support MDH in selecting the best applications for funding in response to the EHDI Request for Proposals, which was released on Oct. 3, 2022.

Background

The EHDI grant program was created to address health inequities for populations of color and American Indians across eight priority health areas. Approximately $5 million annually ($20 million over the four-year grant period) will be distributed throughout Minnesota through a competitive process. A review committee representing the communities served by the EHDI grants, as well as some MDH staff, agency partners and other state agency staff, will take part in a community review process to evaluate all eligible and complete applications received by the deadline. MDH will review all committee recommendations and is responsible for award decisions.

Roles and responsibilities

Please note that ALL participants must be available on either Monday-Tuesday, February 27-28 (9 a.m.-noon) and/or Wednesday-Thursday, March 1-2 (9 a.m.-noon) to attend virtual review team meetings.

Reviewers will:

  • Participate in a two-hour virtual training on Monday, January 23 (5-7 p.m.) or Tuesday, January 24 (1-3 p.m.).
  • Complete and sign a Conflict of Interest Disclosure Form.
  • Review and score approximately 6-10 grant applications using a predetermined score sheet.
  • Participate in a 5-6-hour review team meetings in February/March to discuss each proposal with fellow reviewers and make final recommendations for funding to MDH.
  • Receive $200 in stipend for completing the review process (including a training, application review and a review team meetings). Please note that stipends are for community reviewers only and are not available for government employees or other reviewers who are receiving support from their employers to participate.

Facilitators will:

  • Participate in a 1-hour virtual training on Tuesday, February 7 (1-2 p.m.) or Wednesday, February 8 (1-2 p.m.).
  • Complete and sign a Conflict of Interest Disclosure Form.
  • Facilitate group discussions during a 5-6-hour review team meeting in February/March where reviewers discuss each proposal as a group and make final recommendations for funding to MDH.
  • Support an inclusive, equitable, fair and transparent group discussion process.
  • *Recommended role for MDH staff or others with facilitation experience*

Note takers will:

  • Participate in a 1-hour virtual training Tuesday, February 7 from 1-2 p.m. or Wednesday, February 8 from 1-2 p.m.
  • Complete and sign a Conflict of Interest Disclosure Form.
  • Take notes on group discussions during a 5-6-hour review team meeting in February where reviewers discuss each proposal as a group and make final recommendations for funding to MDH.
  • Ensure notes accurately capture group discussion and provide constructive feedback for applicants.
  • *Recommended role for MDH student workers or others with previous experience note-taking*

Preferred qualifications/candidates

We are especially seeking volunteers who:

  • Identify as people of color or American Indians
  • Come from across Minnesota’s urban and rural communities
  • Have lived experience with and/or knowledge of health inequities
  • Have been a participant or staff of a previously-funded EHDI project or similar program

Why participate?

The EHDI community review process is an opportunity for participants to:

  • Help select the best applicants for funding to work on eliminating racial/ethnic disparities in health across the state
  • Meet and network with other people who work to eliminate health disparities and advance racial equity
  • Learn about some of the many initiatives and projects happening across the state to eliminate disparities
  • Learn more about state grants and how review processes work (especially if you are considering applying in the future!)
  • Practice using an equity lens

How to apply

The application process closed on January 6, 2023. 

If you applied to participate in the process, you can expect to receive an email from the Center for Health Equity in January about whether or not you have been selected to take part in the process. If selected, your email will contain instructions for next steps.

Please note that volunteers who are selected as reviewers, facilitators and/or notetakers must complete and sign a Conflict of Interest Disclosure Form and must attend one of the following virtual trainings:
