Safe Harbor Protocol Development and Training

Under Safe Harbor, the Ramsey County Attorney’s Office (RCAO) is leading statewide efforts to develop a model multidisciplinary protocol for identifying and intervening with trafficked youth. The RCAO has partnered with the Sexual Violence Justice Institute at the Minnesota Coalition Against Sexual Assault (MNCASA) to convene more than ten workgroups from a variety of disciplines, as well as obtain input from survivors, youth, judges, and culturally-specific populations. The resulting mode consists of tools, checklists, and other resources to help communities develop their own protocol.

View the Safe Harbor Protocol Guidelines (PDF).

Training & Conferences

In addition to protocol development, the Ramsey County Attorney’s Office is also leading the statewide training of law enforcement personnel and county attorneys on Safe Harbor and best practices for identifying and intervening with youth and traffickers. Other system professionals, from child protection workers to doctors and nurses, are being trained by a variety of other agencies as well. All of these disciplines are coming together in a series of multidisciplinary conferences, to be held throughout the state. Please see Upcoming Events for a partial list of training activities and conferences in support of Safe Harbor.
