Minnesota Youth Camp Rule Revision

Minnesota Rules, 4630.2300 - 4630.4700

The Minnesota Department of Health (MDH) has begun the process to revise the Minnesota Youth Camp Code. 

Persons Affected

The amendments to the rules would likely affect youth camp owners and operators, campers and their parents or guardians, youth camp designers, builders, and suppliers.

The Department is considering rule amendments that regulate youth camps including: 

  • Duty of the camp operator
  • Plan requirements, submittal, and review
  • Camper’s designated emergency contact person(s)
  • Camp’s designated practitioner of the healing arts 
  • Physical examinations and required health records, including medications
  • First aid supplies and staff training
  • Infirmary
  • Camp site, sleeping quarters, and buildings
  • Food safety, including food preparation surfaces and equipment, food procurement and handling, service, storage procedures, dishwashing, and food service worker cleanliness
  • Garbage and refuse collection and disposal
  • Plumbing system
  • Drinking water supply and system
  • Toilet, handwashing, and toilet facilities
  • Wastewater system
  • Swimming areas
  • Emergency preparedness and response
  • Wilderness camping
  • Livestock and pets 
  • Hazardous materials
  • Weapons
  • Variances
  • Other relevant topics if time permits

Interested persons or groups may submit comments or information on draft rule amendments in writing until notice is published in the State Register that the Minnesota Department of Health (MDH) intends to adopt or withdraw the rules.
