Service Line Inventory Guidelines
The Environmental Protection Agency's (EPA) Lead and Copper Rule Revisions (LCRR) and Minnesota Department of Health (MDH) requires community water systems to complete an annual inventory update of all service connections in their distribution system. Community water systems may use information provided here to complete the inventory update and fulfill notification requirements. The two basic steps of the process are outlined below. More details of the process are contained in each section.
On this page you will find the following information to assist you with completion of the inventory update process.
1: How to submit the service line inventory update.
Service line inventories are required to be updated every year. After MDH approves the inventory update, we will update the information on the Lead Inventory Tracking Tool (LITT) website.
2: How to complete service line material public notifications, action steps and requirements.
Systems with lead, galvanized requiring replacement, or unknown service line materials must notify customers of the type of service line they have after the inventory update is approved by MDH.
How to submit the service line inventory update
MDH will provide each water system with your current inventory data and will provide directions for updating that information.
If your community water system has new information about your service line material, you must update your inventory using the template provided. If no changes have been made to service line material in the past year, you must also notify MDH using the template provided.
The following are common examples of service line changes that would require you to submit a service line inventory update, using the MDH-provided template:
- You have determined that the status of an unknown service line has changed.
- You have replaced a lead or galvanized service line, or found new information to indicate that it is NOT lead or galvanized requiring replacement (GRR).
- You have found that a non-lead service line is actually lead or GRR.
The inventory update process requires systems to identify both the public and private portions of the service line. Many systems have split ownership of the service line. (Example: System owns from main to curb stop and resident owns from curb stop to house.)
EPA and MDH have provided a table to assist systems with determining the classification for the entire service line based on the system-owned and customer-owned portions. That information can be found at Service Line Classification Determination: Systems with Shared Ownership (PDF).
Submit the completed inventory template spreadsheet via email to Health.LSLinventory@state.mn.us.
We can accept files up to 15 Gb through this email. Some files may be too large to email. If the file is too large to send via email, please attach and submit the file to our dropbox at Submit Service Line Inventory.
The dropbox requires the user to enter the email address, name of the community water supply, and any comments. The dropbox system will automatically notify MDH and University of Minnesota staff when the file is uploaded.

Service line material public notification action steps and requirements
- Submit the service line inventory update for 2025 to MDH, as noted above.
- Approve: MDH will review and approve the submission for completeness.
- Authorize: MDH authorizes system to send the required service line material notifications to customers. Please note: Inventories must be reviewed and approved by MDH before systems may send service line material public notifications.
- Complete Templates: Within the authorization email, MDH will send instructions, the service line material customer notification templates, and the public notification certification form.
- Notify: The system has 30 days to send service line material notifications to customers. The 30-day timeline for customer notifications will not start until MDH approves the inventory. All customer notifications must be sent by Nov. 15, 2025.
- Certify: System must submit the service line material public notification certification form to MDH indicating the manner of notification and service line material within 10 days after sending customer notifications, no later than Nov. 25, 2025.
Any questions related to the notifications and the certification form may be submitted to MDH at health.lsli.certifications.MDH@state.mn.us.
System must use the documents received from MDH to complete the notification process. The documents listed below are for reference only.

Service line tracking tool
LITT is an online map developed with the University of Minnesota that allows residents to search by address to find out if they have a lead service line. Do You Have a Lead Service Line?
After approving each system's service line inventory update, MDH will update the service line inventory information on the LITT.

Important Dates to Remember
- Summer, 2025: MDH will send template to systems to complete their inventory updates.
- Oct., 2025: Deadline for system to return inventory updates or confirm that there have been no updates to service lines in their community in the past year. (template provided by MDH) Add to Outlook Calendar (Web)

Additional information
- MDH provides a technical assistance program for service line inventory updates. For assistance, please visit Service Line Inventory Assistance.
- Some systems are using GIS to track service line inventory information. Systems should follow the GIS Tracking of Service Line Inventory Information (PDF). Systems submitting data using GIS also need to complete Service Line Inventory Submittal Contact Information (PDF). The completed document should be submitted to MDH at Health.LSLinventory@state.mn.us when the GIS data is provided to MDH and the University of Minnesota.
