Expedited Rulemaking for Submerged Closed Loop Heat Exchangers
Minnesota Statutes, chapter 103I authorized the commissioner to adopt rules “to implement requirements for the permitting and installation of Submerged Closed Loop Heat Exchangers…” The Minnesota Department of Health was also authorized to amend these adopted rules using an expedited process. During this expedited process, MDH is required to consider possible revisions to screen configurations and isolation distances for water-supply wells used in Submerged Closed Loop Heat Exchanger (SCLHE) systems.
A submerged closed loop heat exchanger must not be installed in a water-supply well without a permit granted by the commissioner.
