2022 Recommendations
Because MDH did not make significant changes to reporting requirements for physician clinics and hospitals, and to ease administrative burdens, MDH did not promulgate the rule for the 2023 reporting year and, in its place, issued technical guidance about changes.

2019 Recommendations
During 2019 and early 2020, MDH continued to develop a quality measurement framework with a broad range of stakeholders as directed by the legislature.
From January 13 through February 12, 2020, MDH invited interested stakeholders to comment on the proposed rule, appendices, measure specifications, and potential alternative designs for physician clinic and hospital measures. Because MDH only modified and removed several measures for physician clinics and hospitals--and to ease administrative burdens during the statewide response to the COVID-19 pandemic--MDH did not adopt a final rule for the 2020 report year and instead, issued technical guidance about the changes.

2018 Recommendations
During 2018, MDH was developing a quality measurement framework as directed by the legislature. MDH gathered comments from a broad range of stakeholders about measurement priorities, essentially the same review and recommendation process that MDH has customarily performed for its annual rule updates. The work showed that MDH did not need to add new measures. MDH simply retained most physician clinic and hospital measures, and it was unnecessary to adopt expedited rules. Instead, MDH issued technical guidance about the changes.

2017 Recommendations
From June 16 through July 17, 2017, MDH invited interested stakeholders to provide input on physician clinic measurement priorities and opportunities for alignment; review and comment on the Hospital Quality Reporting Steering Committee’s hospital measure recommendations; and submit recommendations on the addition, removal, or modification of standardized quality measures for physician clinics and hospitals.

On June 22, MDH, MN Community Measurement, and Stratis Health held a public forum webinar to present quality measure recommendations and other related information in connection with the annual update of the Quality Reporting System for the 2018 reporting year. The public forum provided an opportunity for interested stakeholders to comment on the recommendations and to ask questions.
2016 Recommendations
From May 25 through July 6, 2016, MDH invited interested stakeholders to submit recommendations on the addition, removal, or modification of standardized quality measures and review and comment on the Hospital Quality Reporting Steering Committee's measure recommendations for 2017 reporting.

The Commissioner of Health established these measures in Minnesota Rules, Chapter 4654, and is required to review them on an annual basis. The Commissioner takes these recommendations into consideration in determining what changes, if any, should be made to the Statewide Quality Reporting and Measurement System (SQRMS).

Recommendations were due to MDH by June 1, 2014, to be considered.
Due to nearly all ambulatory surgical centers’ (ASC) achievement of similar high levels of performance on the three ASC quality measures that they have reported since 2011, and to reduce provider reporting burden, MDH suspended SQRMS ASC registration and quality measure reporting during 2014. For additional background information, see the memo MDH issued on February 28, 2014. MDH is considering suspending ASC registration and reporting in 2015 as well; thus, MDH is requesting community feedback on this potential change in particular.

2011 Public Meeting and Comment Period
MDH and MNCM held a public forum in St. Paul on Tuesday, June 21, 2011, to present MNCM’s final quality measure recommendations in connection with the annual update and expansion of the Statewide Quality Reporting and Measurement System. Inventory
On behalf of the Minnesota Department of Health, Minnesota Community Measurement presented a national inventory of existing health care quality measures at three public meetings during the week of December 8, 2008. This inventory will begin to lay the groundwork for a community conversation on how to measure the quality of Minnesota health care providers in a standardized way and establish a uniform system of quality reporting on health care in Minnesota.
