About the Joint Leadership Team for System Transformation
SCHSAC (State Community Health Services Advisory Committee), LPHA (Local Public Health Association of Minnesota), and MDH have formed a Joint Leadership Team to guide together the work of transforming the state's public health system, determining what it looks like when a system is equitable and has adequate resources.
Joint Leadership Team vision:
We envision a seamless, responsive, publicly-supported public health system that works closely with the community to ensure healthy, safe, and vibrant communities. This system of state, local, and tribal health departments will help Minnesotans be healthy regardless of where they live.

Meetings and scope: How the Joint Leadership Team works together
The Joint Leadership Team meets twice per month, and conducts its work in a collaborative, co-created model. What does this mean?
- The core leadership team is facilitated independently (e.g., not facilitated by someone from the organizations listed above).
- All leadership team members develop meeting agendas together in consultation with the independent facilitators.
- The Joint Leadership Team makes decisions collaboratively/by consensus.
This work of system transformation is not led by one single organization.
The team is responsible for:
- Defining and championing a new vision for Minnesota's public health system
- Developing a roadmap to create the public health system we need, and providing the leadership and oversight necessary to implement the roadmap
- Developing recommendations for its organizations, governmental public health leaders, and policymakers
- Engaging leaders, subject matter experts, consultants, and others to explore issues, provide insight, and inform recommendations
- Strategically engaging partners and allies

Subgroups of the Joint Leadership Team
The Joint Leadership Team has commissioned the following subgroups to focus on specific tasks:
The Joint Leadership Team has initiated a public health system and policy assessment to gather information on the policies, practices, and beliefs that support or hinder MDH and local public health jurisdictions to fulfilling foundational public health responsibilities. The assessment will also gather community partner perspectives on working with governmental public health and provide information on what’s getting in the way and what’s working. Lessons learned will inform future strategies related to funding, policy, and service delivery models.

Minnesota has engaged an independent strategic communications firm to help identify messages that align with our vision for a 21st century public health system and resonate with key decision makers and partners. This strategy builds on Public Health Reaching Across Sectors (PHRASES) by the de Beaumont Foundation and Frameworks Institute.

The Joint Leadership Team initiated a cost and capacity assessment of the public health system in Minnesota to understand the current capacity of MDH and local public health jurisdictions to fully implement foundational public health responsibilities, current resources spent on foundational responsibilities, and to understand the cost to achieve full implementation of the foundational responsibilities.
