Asthma in Minnesota:
A Strategic Framework 2021-2030
The Minnesota Asthma Program collaborated with the Minnesota Department of Health's (MDH) Asthma Advisory Committee, asthma partners, and community stakeholders to develop a ten year framework for addressing and improving asthma care across Minnesota. Over 300 people provided input and feedback throughout the process.

Goals, strategies, and action steps are the three fundamental components of the strategic framework. This framework has been developed for all organizations, communities, and individuals involved, in any way - large or small - in the care and support of people with asthma. The success of this plan requires a united coalition of Minnesotans.
The framework aligns with and builds on goals by the Centers for Disease and Prevention’s National Asthma Control Program and the set of six EXHALE strategies to help people breathe easier. Through collaborative partnerships across the state, we can achieve these goals and improve the health and quality of life for individuals with asthma and their families.
Minnesota Asthma Care Goals
Goal 1: Advocacy
Build support for people with asthma.
Goal 2: Partnerships
Build strong community and statewide partnerships to increase linkages to care, education, and community support for people living with asthma.
Goal 3: Data
Collect, analyze, and use data on asthma, populations, and the environment.
Goal 4: Health Equity
Work with individuals, communities, and health systems to create healthy communities and ensure that all people have the resources needed to be healthy.
Goal 5: Healthy Environments
Reduce environmental factors that trigger asthma episodes.
Goal 6: Asthma Management
Increase the number of people who have the information, skills, and tools to manage their asthma successfully.
Goal 7: Systems Change
Support development and piloting of new systems to improve the efficiency and effectiveness of asthma management.
How can YOU help Minnesota reach the framework goals
- Select one or two goals as an agency/organization and work towards aligning with framework action steps.
- Explore and build new relationships and expand existing partnerships.
- Advocate, collaborate, educate and share this framework with others.
- Provide current available asthma data to help drive decision-making that supports high quality asthma care.
