Health Requirements for Arrivals with Humanitarian Parole Status

Humanitarian Parolees may have health requirements associated with their parole status, including a tuberculosis blood test (IGRA), at least one dose of measles vaccine, at least one dose of polio vaccine, and at least one dose of an FDA-approved COVID-19 vaccine within 90 days of arrival.

People who are eligible for a Refugee Health Assessment will receive a tuberculosis blood test and immunizations at the exam. People who are not eligible for a Refugee Health Assessment can find additional clinic resources below.

Ukrainian newcomers

The Minnesota Department of Health Refugee Health Program will assist eligible Ukrainian newcomers and their sponsors with navigating health resources and coordinating the health examination for the newcomers.

Tuberculosis screening

Humanitarian parole through the Uniting for Ukraine program

  • Most Ukrainian newcomers who received humanitarian parole through the Uniting for Ukraine program are not eligible for a Refugee Health Assessment. Find detailed eligibility information in ORR Policy Letter 22-13: Ukrainian Humanitarian Parolees Eligible for ORR Benefits and Services.
  • Ukrainian citizens 2 years and older who received temporary parole under the USCIS: Uniting for Ukraine program must be screened for tuberculosis (TB) within 90 days of arrival to maintain their parole status. This must be a blood test (or "IGRA"), not a Mantoux/Tuberculin skin test, at any clinic that offers this test.

Humanitarian parole through independent travel

  • Most Ukrainian newcomers who received humanitarian parole through independent travel are not eligible for a Refugee Health Assessment. Find detailed eligibility information in ORR Policy Letter 22-13: Ukrainian Humanitarian Parolees Eligible for ORR Benefits and Services.
  • Some Ukrainian citizens who traveled independently, and are not part of the Uniting for Ukraine program, were granted temporary USCIS: humanitarian or significant public benefit parole. TB screening for this group is not required to maintain their parole status, but it is highly recommended.

Temporary Protected Status

  • Ukrainian newcomers who received Temporary Protected Status are not eligible for a Refugee Health Assessment.
  • Ukrainian citizens who have been living in the United States may be eligible for USCIS: Temporary Protected Status. TB screening for this group is highly recommended, but not required.

Immunizations

Ukrainian humanitarian parolees through the Uniting for Ukraine program have vaccination requirements associated with parole. For more information on these requirements, visit USCIS: Uniting for Ukraine Vaccine Attestation. Vaccinations may be completed at the vaccination locations listed below. 

Cuban and Haitian newcomers

Cuban and Haitian entrants are eligible for a Refugee Health Assessment. Please visit HHS: Benefits for Cuban/Haitian Entrants to learn who qualifies as a Cuban/Haitian Entrant.

Tuberculosis screening

Newcomers from Cuba and Haiti who are 2 years and older and received temporary parole must be screened for tuberculosis (TB) within 90 days of arrival to maintain their parole status. This must be a blood test (or "IGRA"), not a Mantoux/Tuberculin skin test, at any clinic that offers this test.

Clinic resources: Tuberculosis testing and free or low cost vaccinations

These clinics accept insurance and may offer health services at reduced rates for uninsured or underinsured people. Please contact the clinics if you have any questions about payment options.

TB screening locations

Newcomers who need to complete US Citizenship and Immigration Services required IGRA tuberculosis (TB) tests within 90 days of arrival may choose any clinic. Newcomers who are eligible for the refugee health assessment may complete IGRA TB testing during the refugee health assessment and do not need to schedule separate IGRA TB testing. For those who are ineligible for the refugee health assessment, find information about some clinics that provide IGRA TB tests below. Questions about cost should be directed to the clinics.
